I know how to use certain tags in order to create websites the hard way. I want to know how I can break down a website and see its tags. If anyone can help I would appriciate it.

Depends on what they use. HTML would be easy. If the print is bold, then it's clear they used <b>.

If there's an image, they used <img src="blurb">

If it's vi in unix or something, there's a problem.
Actually, there isn't. It's basically the same. But the encoding itself is a bit different. Nevermind.

You could always ask the person who made the site for a copy of their code.
