Subject: Why didn't the Energy Disruptor see more wide spread use?

The Energy Disruptor is a device used by Headhunter teams that was able to disable Covenant plasma weaponry and shielding. It sounds like it would have been very useful for regular infantry or other SPARTANs yet we've only heard about it once.

What do you think? Is this a case of:

ONLY for Headhunters at risk that the Covenant may develop a counter measure if used too much in battle

Too expensive, these things don't sound cheap

ONI keeping secrets

UNSC being stupid again

Teams that used it never reported back to tell how well it works

It sounds like it would have disrupted more than just covie tech.

Some can come away from reading "War and Peace" thinking it a simple adventure story, while others can read the ingredients on a gum wrapper and unlock the secrets of the universe.

Your first 2 are most plausible, and the answer would probably be a combination of both.

We do see what appears to be the same device in Halo 3, although the Covenant seem to posses it as well. Perhaps they did create the counter measure for it, and began reverse engineering it for their own purposes.
