This has probably been brought up, but there are several things.

First, the whole point of SPARTAN IIIs was to take the idea of SPARTAN IIs and mass produce them. So they were cheaper, and there were more of them. The whole project was a disaster, they fielded them way too early and most were killed.

But my main question is, if S IIIs recieved the same armor and augmentations in Reach, as the S IIs, then what is the difference? Wouldnt they just be more S IIs?

And beyond that, if they are the same, then what was the point of the SPARTAN III project? Wouldnt it have made sense to just continue the SPARTAN II project and make more of them?

Dont get me wrong, honestly who cares, this is an amazing game with an amazing story, it just doesnt make sense to me.

Why write the books if you arent going to go by them?

In Ghosts of Onyx, the SIII's get augumentations that are equal to those of the SII's (the latest company is even better than that because of the additional drugs they recieved). These augumentations are cheaper than those used on SII's. The reason that they kept the SIII's was because they needed expendable super-soldiers as fast as possible, which is one drawback of the SII program.

So basically, the SII program was more expensive and produced fewer soldiers, while the SII program was made for quick, secretive ops against the Covenant. Everything came down to money, and the SII's were the better use of it.

First off, I'm pretty sure that the Spartan III project accomplished what was intended, the SIIIs were meant to be disposable soldiers, and they were just that. When the 300 Spartans attacked the covenant compound early in GOO, they accomplished their mission and then were wiped out (Battle of Thermopylae reference).

That said, you raise some excellent points. I think that I read somewhere that NOBLE team received Mk. V armor because of their effectiveness. The rest of the SIIIs received cheaper Semi Powered Infiltration (SPI) armor. They also had several fewer augmentations than the SIIs.

For your last point, Nylund wrote the books and they have been followed pretty well (not perfectly) until Halo Reach, when it seems like Bungie decided that it would sacrifice the story for the awesomeness of the game.
