Not sure if anyone else has had these theories too, but here you go. For the record, I don't obsessively study everything about the Bungie universe. Sometimes, a random thing just pops into my head, and things start to click. Anyways, here's what theories I have so far on the namings of the characters on here. If anyone else has theories on these/other characters, feel free to say them!
343: Guilty Spark
Now, we all know Bungie loves the number 7, right? (If you really didn't know that, you shouldn't be a member here.)
Idk why they named it guilty spark, (I mean, really, there isn't always a reason behind everything you name. If I call someone Fred, it's because I can.) but I'm pretty sure where they got the number 343.
7^3 (7 to the 3rd power) = 343. It's as simple as that
What better thing for Bungie to put for Spark than for the lucky jackpot number, 777?

Spartan 117: The Master Chief
This one is more of a theory than anything else. Like the last one, the naming of Chief could be for any reason, so I'm more concerned about the number.
My theory is that the number 117 may be based from the missing colony on Roanoke Island.
-History-
In 1587, a group of 117 English settlers (led by Sir Walter Raleigh and John White) founded a colony on Roanoke Island, off the coast of what is now North Carolina. After going back to England for supplies, John White returned to Roanoke in 1590 to find no trace of the colony that he left behind. The fate of the Roanoke colony still remains a mystery. The only clue was the marking "Croatoan" on a tree.
Perhaps Bungie took an interest in this mystery, like many people do.
This may also have relation to the quote, "Spartans never die, they're just missing in action."
