Halo: Combat Evolved:
It's impossible for me to choose. HCE has the most complete and cohesive narrative in the series, and each one of those levels contributes something necessary to the whole. They are linked together with near-perfection.
Halo 2:
Outskirts, I think. During much of the campaign, the game was trying to do things that its mechanics weren't really well-suited for. But, despite my hatred towards the jackal sniper count, most of Outskirts really does work. Not that its the only place, but it works more consistantly than most of the game does.
Halo 3:
I think The Ark. It's the section of Halo 3 that both runs primarily on its own merits and works really, really well. I like Halo, and the style of it is striking, but whenever I actually play it it seems somewhat lackluster, like Bungie almost had something but let it partially slip away.
Halo 3: ODST:
Hard to choose. Like HCE, it's hard to imagine this game working without the levels working together. But I'd have to say the city streets, because it's what really holds the game together.
Halo: Reach:
If I had to say, I'd probably say PoA.
