Seriously though the grunts alone may be useless but when in large groups they were pretty devastating...

Actual gameplay does not show correctly how capable grunts were. They were vicious killing machines in large numbers, and with small groups and hand held weapons marines would be hard pressed to fight them.

Remember, they go from about 5-6 feet in height and carry the equivalent of a pistol in their hands, which in book canon can kill you in one shot if your head is helmet-less.

Against a SPARTAN yes, they are just cannon fodder, but against a normal soldier they're a tough opponent in a group.

Which is insanely useful for the likes of Elites and Brutes. While Covenant tactics are barbaric, they are somewhat effective.

They wanted grunts because way during like halo wars time periord the Arbiter was a coward and before he entered a forerunner building (sry about any spelling issues) he would have them run in and suicide bomb everything to make sure it was all clear before he entered and the grunts or unggoy (for all u halo know it alls out ther) were the only ones willing to kill themselves.
