Ok so I'm a little confused. The Brutes in Halo 2 do not yet have 'power armor' or armor with shields. But, in ODST, they do.
Were the brutes in Regret's fleet fitted with shield armor before the brutes in High Charity? I can understand that the brutes in Truth's fleet would have shield armor because he arrives at Earth after the brute-sangheili swap.

But how did Regret's brutes have shield armor? Also, shouldn't there have been loyalist Elites in ODST? ODST takes place right after Regret retreats from Earth, before the elites were no longer seen as 'worthy' protectors and highest rank.

I'm an Anarchist. I don't need a government to be a good person, but I'm glad it's here because some of you clearly do.

I really didn't follow the second paragraph very well. Probably because I've been awake for too long and have had too much coffee, but I can offer comparison to todays militaries.

Often, certain regiments or battallions might have different equipment because their primary purpose is to do something that would require equipment which is not necessary for other battalions or regiments.

A group of EOD Marines would require much more armor than Admin Marines. An Army Paratrooper needs to be able to carry enough gear to manage for days while an Army Infantry rifleman might only need to carry a pack which will last a day.

Different jobs call for different equipment. Perhaps different fleets held different responsibilities which would merit differences in armor types.

I honestly think I read this, or heard this in something (maybe a vidoc?) before ODST came out but ya...The brutes in ODST were Truth's forces, not Regrets,explaining the armor. Truth sends in his brutes to secure the area because of the Ark. He uses the brutes because he knows he is going to betray the elites, and Buck mentions the lack of llving elites when he sees some bodies.

Actually, those in Regret's fleet were not fitted at all, it was Truth's whose we see in ODST.

Basically, as soon as it all hits the fan for Regret, Truth sends a fleet of Brutes - by now, they're beginning to take the place of Elites, and have finally been granted power armour and significantly more plasma weapons and ships (the Sangheili restrictions placed on them lifted by the prophets).
The Brutes on High Charity and Delta Halo are:
1) Not in the fleet Truth sent to finish what Regret started
2) Still on High Charity.

With the second reason, the Sangheili would have to believe that the Brutes were still subservient, and keeping some 'in plain sight' on High Charity was probably the best way for Truth to go about it.
With the first, the ones left behind were either such excellent fighters that they were made Honour Guards, or so inept the were simply just left.

Alright, but ODST is RIGHT after Regret takes off. Truth is still at High Charity. His fleet hasn't arrived yet. Right? Truth leaves aboard the Dreadnaught, which is after ODST. Or, are you saying that Truth sent power armor brutes WITH Regret's fleet?
Regret had his own Brutes- which did not have power armor, but Truth sent a company of his own power armor brutes- and then later arriving with his entire fleet.

Truth couldn't have sent the power armor brutes exactly after Regret jumped- because ODST is exactly after Regret jumped, meaning that the power armor brutes had to have been there sooner.

It doesn't make sense, but it would've taken too long for them to redesign the brutes. Why they didn't make elites enemies, like at the beginning of the game idk. It was a disappointment.

Truth sent Brutes into New Mombasa in ODST because he knew most of them would die, they would be perfect pawns. Unlike Elites, Brutes were 100% unyieldingly loyal. Elites may not have liked the idea of being left behind on Earth, but the Brutes would do anything Truth asked. And with him planning the Elite genocide, he couldn't have any Elites left on Earth to deal with, it would just be a nuisance.

Concerning the look of the Brutes, t's not a canon issue, it's a gameplay issue. Bungie needed a real enemy for ODST, and the Halo 2 Brute would not get it done. We should assume the Brute armor and tech of Halo 3 & ODST to be the most canonically correct, because in Halo 2 they were rushed and Bungie didn't have a lot of time to work on them.

I don't recall where I read this but I read it in the novels.

The brutes seen in Halo 2 (Brutes without armor) are from Tartarus units, Brutes that didn't relay on technology, they were proud of their natural strenght.

That's why the Brutes you see in Halo 2 doesn't use the covenant armor and weaponry.

It's suggested (through a combination of Contact Harvest and the Halo Evolution short story On the Heels of a Fuss) that Brutes had always had access to power armor once they entered the Covenant. However, as a show of personal pride and prowess there were Brutes that choose not to wear them as a way to show that they are not too dependent on technology, and that their strength was truly their own.

Because using the same models is easier.

That's also why we didn't fight Elites in ODST. It would have taken time for enemy-AI for Elites to be programmed into the engine.

The only brutes without armor were those at High Charity and Tartarus' bunch.

But really, Halo 2 brutes didn't have armor because they were rushed into the game.
