I'm writing machinima and need to know who would command ODST's. ONI or the UNSC

ONI is an intelligence organization within the UNSC, so if they were commanded by ONI, it wouldn't mean they weren't commanded by the UNSC.



ODST's are a component of the marines, and as such are commanded through the naval branch of the UNSC defense forces.

Out of context but it fits. ONI reserved the right to "borrow" personnel from other military branches if it was greenlighted by the Admirals.

ODST's are Navy, the Navy is part of the UNSC, as is ONI.

So - an ODST serving in the UNSC is part of the Navy, but can be abstracted by ONI for top secret, wink, wink, hush, hush - say no more missions.

Marines are part of the Navy, but they're not so much part of the navy that you can just replace Navy Sailors with Marines and expect the Marines to know how to sail a ship across the Atlantic.

ODSTs are a group of Special Forces Operators, part of the UNSC Marines; the ODSTs however answer and belong to UNSC NavSpecWarCOM.

Given that they belong to the UNSC Marines, the highest Comissioned Officer rank an ODST can achieve is General, which is outranked by the Fleet Admiral, General of the Army, General of the Airforce, in the canon the Highest ranked known ODST held the rank of Colonel.

In Halo 3: ODST, the Squad lead by Gunnery Sgt. Edward Buck was requested to assist a the Navy Captain Veronica Dare for a Secret OP.

Worth to say, Cptn. Dare answered not to the Fleet Command, but to the ONI (Intelligence Branch of the UNSC Navy).

Which Means that the ODST can, by request, participate in actions along with the Army, the Navy or the Air Force, following the commands of the Highest Officer of any branch.

You can't go wrong if you say that ONI "procured" the unit in question, which is exactly what Dare did in Halo 3: ODST. Of course that would entail that the ODSTs in question are to be used for something unusual even for ODSTs.
