ODSTs are a group of Special Forces Operators, part of the UNSC Marines; the ODSTs however answer and belong to UNSC NavSpecWarCOM.
Given that they belong to the UNSC Marines, the highest Comissioned Officer rank an ODST can achieve is General, which is outranked by the Fleet Admiral, General of the Army, General of the Airforce, in the canon the Highest ranked known ODST held the rank of Colonel.
In Halo 3: ODST, the Squad lead by Gunnery Sgt. Edward Buck was requested to assist a the Navy Captain Veronica Dare for a Secret OP.
Worth to say, Cptn. Dare answered not to the Fleet Command, but to the ONI (Intelligence Branch of the UNSC Navy).
Which Means that the ODST can, by request, participate in actions along with the Army, the Navy or the Air Force, following the commands of the Highest Officer of any branch.
