The field was to remain barren in memory of their sacrifice (it was clear that nobody truly won in this war, so flowers wouldn't have been a good example). The broken Longsword wing is an example of that sacrifice. Sometimes, the little things can speak the loudest. That's kinda what they were going for.

But really, they had budget cuts, so they decided to spend the rest of the budget to give themselves raises and give bonuses to soldiers who didn't even fight in the war. Who really gives a crap about soldiers who gave their lives to end the bloodiest war in the history of mankind by defeating the Flood, Foreunner A.I., and the last of the Covenant? They needed to rebuild...






Their salaries. A war can cause some lower paychecks you know.

"Hey, lets put some pictures, a Longsword wing, a few flowers, and some empty boxes on a burned hill and call it a war monument. Then we won't have to spend alot of money!"

This is not meant to offend anyone, it is just for laughs.

So that was THE monument you're assuming. When in all probability, it wasn't. Monuments typically aren't built until a rebuilding effort begins.

This was a best we can do, for right now monument. The shoddiness of it should have been an obvious testament to that. It was likely done immediately after the battle, as early as the next day, or even that same evening.

Nations have always built monuments to their heroes. Tributes to the defense against, or conquest of, other nations. But the monument here doesn't favor one nation over another. It is the first of its kind to commemorate the survival of a species: our species. More importantly, it commemorates the man who gave the world faith, who gave humanity a future, who made mankind believe again. Master Chief Petty Officer John One-Seventeen.

I doubt they'll be erecting any lavish statues when they just barely won a war that exhausted nearly all their resources. Furthermore most memorials are plain and simple, so I don't see what the big deal is here.
