Yeah, maps can be tough. I only made a simple one and it took me a while to figure everything out. Anyway, the best thing to do would be to look at HEK's actual written tutorial that comes with the installation and for an even simpler start, www.halomods.com has some video tutorials (look for HEK video tutorials at top of page) which I used to get started.
You will need 4 things essentially:
1) Halo Custom Edition, of course.
2) HEK and all the tools that come with it.
3) 3DS Max 30 day trial, since it's pretty much too expensive to buy or Gmax, but I believe the product got abandoned, but you can still DL it.
4) Image editor capable of using alpha-masks. Photoshop and PSP are the commercial options and The Gimp is what I use and is also capable of everything you need to do as long as you save your .tif files checking the option to save the alpha channel colors.
