We are determined that before the sun sets on this terrible struggle our flag will be recognized throughout the world as a symbol of freedom on the one hand and of overwhelming force on the other.

I can feel comfortable saying this is the most known ship in Halo to all of us, saying that, I feel free discussing this.

In Amber Clad, the first Frigate-class ship we were introduced to, has a cargo bay slightly smaller than the UNSC Forward Unto Dawn, the Frigate we see in Halo 3. And The UNSC Savannah, Grafton, and Saratoga all have very slim cargo bays.

This brings me to my point. We currently have 2 slasses of UNSC Frigates: Light Frigate, and Frigate.

My theory, being the UNSC In Amber Clad was Com. Keyes' first ship, and its medium sized cargo bay, I would say its a Frigate.

UNSC Grafton, Savannah, and Saratoga, with their smaller cargo bays, were Light Frigates, more suited for extra-atmospheric combat, and not a troop carrier.

Finally, the UNSC Forward Unto Dawn, with its large cargo bay, being able to carry Scorpions and Warthogs, would be a Heavy Frigate. Being capable of space and atmospherical battle.

This is just a theory and it supports the fact that we need a new designation for the class of ships, Heavy Frigate.

The Grafton is Heavy as far as we know ("Frigate 318 Heavy is inbound").

But there's no reason for a heavy ship to have more storage space. I would think that a heavy frigate is heavily armed and thus has less space for troop deployment.
