seeing as the halo array could fire across the whole galaxy it could be possible for them to modify the halos to fire slipspace portals

that sounds like something the Precursors could probably do, but not Forerunners.

The biggest thing they could transport was stars. They could transport stars, build stars destroy stars, but they can't do the same for galaxies (unless you count Halo as a galaxy destroyer)

Each Halo only covered a portion of the Milky Way, so not just one could do it. And even then, not every corner and space was covered, only the ones with flood infestations.

this is simple speculation if the halos could be modified to fire slipspcae bubbles they might be able to transport a galaxy to slipspace

Where are you people getting all of these ideas about what the Precursors could and could not do? We know next to nothing about them. Only that they came before the Forerunners and passed on The Mantle to them.

I highly doubt that the Forerunners could generate enough energy to create a slipspace portal large enough to encompass a galaxy the size of the Milky Way. Do you realize how big galaxies are? It would be like asking if an ant could carry all the mass in the solar system.

erm...its worth saying that you've effectively answered your own question 'they can transport stars...', galaxies are enormous collections of stars, etc. so sure why not? but obviously not in one complete galaxy, but star by star wouldn't be much of a problem!
