Yes, the Gravemind is indeed the leader of the Flood. Gravemind is the final stage in the life cycle of the Flood organism and it is the intelligence with complete control over all Flood forms.

Others may refer to him as an inbred venus-flytrap, or the Little Shop of Horrors reject...

Well, the Gravemind is the "leader" of the Flood. He is basically an evolved form of Flood. The Gravemind will go through many stages until it becomes the beast we know. It's reasons for knowing so much is it "absorbs" the knowledge of its foes that it has taken over(like an Infection Form). If it took over a doctor, it would know everything that doctor did. This is just a very brief overview of the Gravemind. If you want a better explanation, you should read the Halopedia article on the Gravemind.

Essentially, it IS the Flood. It evolves from a more rudimentary Flood form. Eventually when it gains a certain mass/intelligence it is able to control Flood in a galaxy via means similar to a telepathic connection.

All of the Flood beings are controlled by the Gravemind, so in that sense he is the leader.

More accurately the Gravemind is a collection of all of the knowledge of all of the infected beings, so he is more of the collective brain of the Flood.

It's hard to really label a "leader" of the flood; the flood seems to be kind of like a cloud computing network, where a Gravemind can serve as a central organizational hub. When conversing with others, he seems to be a personification of the flood as a whole.

The Library in Halo 1 kind of represents this IMO. Individual flood completely lack tactics, but as a whole, the flood creeping about the facility are intelligent group-by-group in how they ambush you (ie en masse when 343GS locks you between two doors). The bigger the group, the more intelligence available. When a lot of flood are out and about, they might build a brain flood to centrally manage everything. A large brain flood is the physical thing we know as a gravemind, though the gravemind itself is the hive mind as a whole.

he isn't so much the leader as he IS the Flood; he is the singular collective consciousness of the entire Flood species.

He knows so much because he is, in all essentials, the embodyment of the entire unverse's worth of knowledge. When he kills, he gains 100% of that creature's knowledge and abilities.

So he kind of IS the universe in a way, arguably even omniscient.
