by the way....you understand that humans didnt have spartans just laying around...they were always somewhere fighting...and it takes time to train alot of spartans....which includes finding spefic genetic matches from all over...so yaa...

Notice that there were less than 200 Spartan 2s, in fact, I think there were less than 100.

Quite true, and even Spartan IIIs were in limited #s and were spent on suiside missions so there were not alot of spartans

Plus regular S-IIIs lacked the equipment and training of S-IIs.

And ground warfare was not a realy problem to UNSC since they did won 6/10 ground engagements, ship-to-ship combat was the problem.

True most SIII were equiped with SPI armor, (which if i am remembering correctly) is the armor that blue team wears in TFOR book when capturing Watts...John(S117) got shot and the bullet penetrated the suit...so the SPI armor would do nothing against Plasma, unlike the MJOLNIR armor which has reactive plates the dissipates plasma on impact and has shields

In time, the tru7h will be revealed.

Spartans cost a lot of money and take a lot of time to make. And only specific people could become Spartans so there weren't that many. Also Spartans were always on missions, not just sitting around waiting to be called upon. There was an attempt to make many more cheaper Spartans, but that failed. Miserably.

Most epic Halo Wars cut scene. Forge should be a spartan.
