What is the version of Adobe Photoshop I can make Halo CE maps with?

What? there is none. Halo maps must be made with a 3d developement tool, such as gmax or 3ds max (the 3000$ version of gmax)

Basic things you need to make a Halo Custom Editon Map:

1) Halo editing kit and all the tools within.
2) Gmax or 3D Studio Max since they are the only programs that have plugins you can use to export Halo-compatible models with. Of course, you could use another program to model (I use Blender a lot), but you would ultimately have to skin and export the map with one of these since exporting from other programs have limitations.
3) An image editor that supports the .tif/.tiff file format and alpha chanels. This would be something like PSP, Photoshop, or The GIMP. Just get the latest version of what you choose because I know all the programs I listed here work. The procedure for doing alpha-masks in GIMP is a bit different than Photoshop though.

Use Photoshop. You can get a 30-day free trial and its the one they use in the tutorials - so you won't be confused at all. I like using it for texturing when I do some still-shots in 3DS.
