the rifle is a smaller version of the gauss cannon on the warthog, think about it, it can't be the same weapon since the gauss cannon is powered by the warthog, the rifle must have a portable battery pack of sorts therefore smaller and less shots. 15,000 m/s is an impressive muzzle velocity, still not even half the speed of frigate based MACs but even then, fire a round made from tunsgten carbide for example at 15,000 m/s and it will happily penetrate office block floors! where as the warthog mounted gauss cannon would probably shatter the floor! and a MAC, well thats another can of worms altogether..!
had a rifle feature in my own 'work in progress' take on H.G.Wells War of the Worlds and its a two man weapon, so large that its shoulder mounted and the power cells are actually carried on the back of another soldier and connected to the weapon via some seriously bulky cables, could imagine the halo weapon might be similar...? though mine was a railgun, not a gauss weapon.
