Well, if you meet the requirements, apply for a job at Bungie. If you just want storytelling advice, I suggest either PMing one of Bungie's employees who creates storylines. Otherwise, if you just want to make a story, here are some tips:
1: Create a setting. People who are going to read the story need to have a clear idea of when and where your tale is happening.
2: Create characters. For a story to be intruiging and original, it needs to have interesting characters who the audience can relate to and remember. you don't want a main character who doesn't seem human and is described loosely enough that he could they could fit the description of anyone on the street.
3: Brainstorm a plot. Sure you've got a character and settings, but what are they going to do? The plot should have an exposition introducing most of the characters, setting, and containing the first event. Then the Rising Action builds up to the Climax, which is where the audience is supposed to feel the most sucked-into the story, and is the point of highest suspense. After that, there is falling action, which ushers in the resolution, which ties up the story. (If it is a series, then leave the resolution open for another possible tie-in story) The plot, like the characters and setting, needs to be defined and memorable.
4: Edit. Have someone else proofread your story and give suggestions on how to better it. make those corrections, and have them scan it again for anything that could be further improved. Once that is done, try to get your story recognized by a publishing company (If you want to write and become an author) or submit it to another company like Bungie or another video game studio.
5: Brainstorm a backstory and expanded universe. This one is optional, but if your story is well-received, you can make an expanded universe and backstory. These will enrich your original story by giving other events occurring in the same universe, but not focusing on the same original character. This gives the audience the same setting that they like, but with different situations and new characters.
