In my honest opinion, glitches are a vital, essential part of a game.
Glitches give the player the powers of a modder. Just look at this one, the half-infected War Chieftain glitch, for instance. No other Halo lets you equip a enemy character with any weapon you want. This user tried it with Elites and Marines.
Furthermore, some of them were obviously intentional. The Separatist Phantom on The Covenant, for instance, after you deactivate the third tower. It's clear that Bungie wanted Arbiter to board it. So why didn't they make it indestructible?
Glitches also contribute to orchestrating combat scenarios. Just look at the four Arbiters glitch. The battle is essentially in your control. For example, you can go through that door that you bypassed anytime and trigger the Flood infection forms and Elite combat forms.
You can increase the number of Flood combat forms you fight after the cutscene.
You can even get rid of Arbiter after the cutscene to fight them alone by killing him, keeping one combat form alive and nearby, grenading him onto the Ark's activation panel platform, and teabagging him into nonexistence!

Of course I'm mainly talking about Campaign. Multiplayer glitches tend to be a pain in the ass.
