Nice find. I might have found that sometime on my Morrowind bender. By the point I most likely found it, I was probably too obsessed with crazy-powerful constant effect stuff to really notice it. Ahhhh....the joy of constant effect....nigh infinite Ancestral Ghosts. I always liked the Eltonbrand though. Whoever first found that was either looking through the code or had way too much time on their hands.
Its quite possible to create new weapons in Morrowind. My oddest creation was living ammo, such as scribs, guars, and heads. My best was shooting scamps, and when they hit, a scamp was summoned and kept fighting.

I like Morrwind, I nver knew you could make weapons in the game. Is it in the PC version that you can make weapons, or both? because if its in the Xbox version, im gonna start making my own Ban Hammer.Or ill just go find the one that VII Toast got.

I found that one time in the Xbox version of Morrowind. I don't know where I put it, though. I got to level 52 in that game and I didn't even start the mainquest. Good times.
