On two betrayals, the beginning in the control center, It has 343 talking to MC before he leaves. He says:

"Why would you stop doing what you have already done? Last time you asked me, if it were my choice, would I do it? There is no choice. We must activate the ring..."

I think MC is considered forerunner, or the monitor's stupid and mixed him up with some other dude.

I always took it to mean that he believed Master Chief (or humanity) was at least related to the Forerunners in some way. If 343 confuses MC for a Forerunner, he must resemble one pretty closely.

I don't believe he thought he was a Forerunner.

As I recall the Monitor called MC the Reclaimer...

maybe what he meant by reclaimer is that a human will reclaim the position the monitor looked up to as the forerunner and become the new leader of the monitors and the halo's. or to reclaim halo's purpose.

2401 makes the same mistake, what with the MC and the Reclaimer:

"A Reclaimer? Here? At last! We must activate this ring if we are to control this outbreak!"

And 343 does so again:

"Please use caution! This Reclaimer is delicate!"

Well, obviously the humans are the reclaimers.

100,000 years alone could make someone crazy. and reclaimer = get the index

Reclaimer has to be something more. Only humans can place the Index in the Core, otherwise Tartarus would have put it in himself. That means that the Forerunners must have out that in protocol, which means that:
1: The Forerunners knew Humans were going to evolve
2: The Humans look the same and have very similar genetic structure to the Forerunners.
Or, Monitor is just crazy and any species can put the Index into the Core, but he thinks only humans can.
