When debating which one is the best, I find it very hard to decide.
Halo CE's was a well balanced story, with excellent enemies and challenges. However, it suffered from a bit of repetition, and with all of the rooms being similar to each other it was easy for noobs to get lost.
Halo 2's was the most awesome, for lack of a better word. Crazy stuff like Chief jumping off Cairo station and "giv[ing] the Covenant back their bomb", then taking on the Scarab, and the sheer epic scale of it all was very cool. The Arbiter levels also added a new dynamic to the whole thing, and the plot was nice. This campaign suffered from "half done-ness". There were a lot of glitches and some areas were just broken.
Halo Reach's was a combination of the above-it had some serious bad-assing, but an interesting and well made plot and gameplay. It suffered from being short-ish, and cramping the cool stuff like the Jetpacking around the city bit and of course the space battle. It was cool but is missing a bit of an intangible 'feel'. Still excellent.
Finally we have 3&ODST. 3 offered nothing new, weaker enemies all around and was just uninteresting to me. Scarab fight? Already did that in Halo 2. Flood levels? Not nearly as challenging or creepy. Brutes? Weak as hell. Almost no Hunters either. ODST was an expansion pack, but it wasn't bad.
Anyways I view the campaign like this:
Halo 2>Halo CE>Halo Reach>>>>>>>>>>>3&ODST.
