UNSC stands for United Nations Space Command. Assuming the UN would run the same way as it does now, each nation would probably act like a state in the US government, meaning while each UN member has control over his/her respected country, they are a representative of that Nation/State in the UNSC. It is most likely a collective of leaders. It is possible however, that the UN then elects one central leader. LIkely a President.

Actually, they were already at war before the covenant showed up, but Hood is pretty high up there. I'm assuming it's a board of commitee members that decide things. Hood may decide where ships go and what they do/fight, but the board decides alot more than he is allowed to. I'm assuming its a thing where one isn't above the other but niether can be compared in the same class of status (refering to board and Hood).

After reading the scenes where the committee interacts it seems like it is designed to be lead by military rank. But Ackerson seems to have more power than some higher ranking people but whenever Hood speaks everyone becomes silent.

They weren't necessarily at war with the rebels were they? I thought they were just in a heightened military state. Could be wrong though.

The one problem with this is that the rank Fleet Admiral would have him sitting at the tippy-top of the Navy. To my knowledge, that would mean that the UNSC Marines, Army, Air Force, and any other military branch would go off their own orders under most circumstances.

Besides, the UN governs the public with the Colonial Morta Dictata (or something), so why wouldn't it control the Space Command with something similar?
