Really like the more 'small-scale' tone of ODST's campaign, plus the banter's really good. Makes a nice contrast to the more epic, hi-falootin' saga of the main trilogy, or the sombre grit of Reach. Plus, it's fair to say that the game boasts the finest voice cast of any Halo game, perhaps even of any modern video game.
Gameplay-wise, I dig the move back to a more Halo: CE-style of play, laying the groundwork for Reach. Can't say I missed things like dual-wielding or equipment - those always felt a bit extraneous to me. That, and it just seemed more 'Halo' to have a pistol with a bit more power to it - the magnum of Halo 2/3 was a bit of a damp squib compared to the beast that was the CE pistol, so I got all misty-eyed with nostalgia when watching the automag make mincemeat out of brutes with ease. :)
So yeah - definately underrated, perhaps criminally so. ODST's a vital part of the series, and I'm adamant that Reach's success and quality owe a lot to the refinements that ODST introduced.
