It went through armor testing prior to being given to the Chief. Part of that test involved low orbit reentry and being inside a building as explosives went off in close proximity among other things. Read Armor Testing from the Halo Graphic Novel for that...

He does have them in Halo 2. You can see them on the cover art, in the manual, and IIRC in the cutscenes as well.

They're there because another SPARTAN tested Chief's armour before he received it. It was tested by a drop from orbit using a re-entry pack heat shield.
