How did the flood survive for so long with no one descovering halo(no food for flood)

I know they were very weak from starvation, possibly in some sort of hibernation. Takes a long time, apparently!

I think the Forerunner put them in some sort of cryo-stasis, and the Covenant unleashed them. Whether it was by accident or design is unknown.

I seem to remember Guilty Spark saying something about the Flood being kept for research or something. And Cortana mentioned that the Covenant "found something", and were terrified of it.

That would make sense for the facilities in the atmosphere of Threshold, but the facilities in 343 Guilty Spark look more like cages than cryo-chambers. Looks can be deceiving, however.

Yes, it's in The Library:

Why naturally the Flood is simply too dangerous to release, and mass sterilization protocols may again need to be enacted. Of course, samples were kept here after the last catastrophic outbreak...for study. It seems... that decision may have been an error.
