A Spartan can Flip a Tank, but Takes multiple punches to kill another?
Too Down a Spartans shields, It takes about a Mag of a Ar Ammo, but can be Down a Single Punch?

The strength is altered for gameplay. Canon wise, I suppose with several Spartans a tank could be flipped, but Elephants couldn't.

Can someone explain this to me so that it makes some goddamned sense?

Spartan Strength is equal to the sum of 8 d20s divided by 2.

I think that it's not the power of the punch that downs shields.

A canon explanation could be that the punch knocks the shields out of line, and (as a safety feature to prevent the shield slicing through the armour), the shield has to vent itself.

Sounds like an odd safety feature, but the Plasma weapons automatically shut down temporarily to prevent overheating.
More on that note - in theory, shields should recharge as soon as they stop taking damage, yet there is a 'cooldown' period - while it's there for gameplay, a canon explanation for that could be much the same reason as a punch deactivates the shield - a safety feature, so the shield isn't projected through the armour itself.
