I'll try something different and offer a "decent" answer to an otherwise valid question. Granted, you didn't give me much to refute or rebuttal since "really sux" is kinda hard to argue against. Letme try though.
Bungie is sitting around making games. It has finished Myth. One group inside Bungie starts Myth II. jason jones declares he won't make a sequel to myth, and starts BLAM! (Halo, with a few other people). Another group is started, located in San Jose, called Bungie West. The idea is having two game companies in one. Myth II gets made, and that team fractures/ joins the other groups (or just Halo?). either way, Halo is coming along quite nicely, then it gets bought out by M$. We're told that this was vital because Bungie was having trouble with money and such (M$ tends to solve everyone's money problems, doesn't it?). In the deal however, Take 2 was sold rights to Oni and to Myth. All of the sudden, Oni had to go.
I'm sure something can give you better facts than that, or you can even find better information on b.net about it maybe (Bungie history). Certainly, Oni had to be rushed. Also, I want to hazard limitations cropped up. Oni was/is a very revolutionary title. Bungie West wasn't following a formula that has been tried and true. When you inivate you run greater risks. And Bungie isn't going to ever stop that small company innovation that makes it so incredible. But with Oni, time caught up, and some things just didn't get done (say water fountains that were found in beta versions).
I find it an excellent game. And unparrelleled. (maybe i don't play, or have heard of, enough other 3rd person action fighting/gun slinging games). IMO, what I feel is the only vice is how "spartan" its levels can feel.
