Hm. I doubt it's your computer specs, since you said it ran fine last time before you installed that new Hard Drive. Now, once you put in that new HD, it probably wasn't the smartest idea in the world to simply drag-and-drop the halo files from one HD to the next. Basically, Halo will keep going back to the old location in the old HD unless you either redirect the target line or uninstall it and during the reinstall, tell the game to look in the new HD instead.
However, that apparently isn't the problem, since you've been able to open up the game and play around in it.
If the game works well during Campaign, then your problems are probably either a bad case of lag or perhaps some spyware/virus eating away at some comptuer resource while you're online. Do the virus scan, check if there are unecessary programs in the background, etc.
If the game doesn't work well and performs poorly even during campaign, then I would reinstall the game. Corrupted file perhaps or improperly installed (unlikely, but possible).
