As you all know ensemble studios the company who made Halo wars have been disbanded so it is unlikely that another Halo wars will be made but if another company was asked to create another Halo strategy based game then here are some ideas that have begun to form in my head.
I'm going to start with where it is based.
It should probably be based on a human colony world some time after or before harvest and Halo wars and it should have new characters along with its new storyline.Here are some of the planets that it could be set on:
Biko
Kholo
Reach
Earth
New Jerusalem
Mars(Maybe)
Onyx(Maybe)
Madrigal
Paris IV

Judging by the fact that a colony I mentioned earlier was glassed in the year 2525 and one was destroyed in the year 2552 then the games storyline could be be based in any year in between provided a colony was glassed or attacked then(2525 was the start of the human-covenant war and 2552 was the end of the human covenant war)
In my opinion and the opinion of many others there should be multiple campaigns and in my opinion there should be three:
UNSC
Covenant
Insurrecionist
I'm going to start with the UNSC campaign
this should have a fairly obvious setting to it, the covenant have begun invading a certain colony and the UNSC are attempting to defend the colony. The main commander could be anyone within the UNSC who had considerable power over a certain amount of land forces and can be of varying ranks(Eg captain, admiral, major, colonel, commander)
Covenant
During these missions you will take the role of a covenant Zealot,General or field marshal, you will be directing the covenants campaign against humanity on certain places on this colony and will have an insight on any covenant debates or troubles that are going on at the time.
Insurrectionist
Now integrating this campaign would limit the amount of colonies that the game can be set on but during the colony of madrigals attack by the covenant the Insurrectionists assisted in evacuating many civilians from the planet. The innsurrection missions would put you up against both the UNSC and the Covenant and would involve you assisting in the evacuation of many civilians from that planet.

Now during the skirmish mode of the new Halo wars there could be more than two teams but battles with more than two teams causes each team to lose the ability to have three leaders on each team for example:If the match has two teams then each team can have four leaders each and if there are three teams then there can be three leaders per team and so on.
There can also be maps specifically designed however for multiple teamds in which there can be four leaders on each of the three teams, but the maps probably would'nt allow any larger than this as there would be severe chaos and lag issues.
There can also be unlockable leaders that are not unlocked for online progression but are unlocked for achieving certain things in campaign and private skirmish matches
(eg challenges, achievments)

Honestly, i either want it as a direct sequel to Halo Wars with the same characters, or a sequel to Halo 3 where the chief meets Cutter and Anders.

I definitely want the flood playable too, in skirmish mode.

I would want it to be similiar to the first Halo Wars, but with Reach weapons and vehicles, longer range for certain units, more available unit types, more units per section, and more upgrades per unit.
Such as Hornets, Falcons, Vultures and normally available Pelicans, or banshees, Vampires, Engineers, and normally available Phantoms and Spirits.

New units
For each team there will obviously be different units from the first halo wars, I will list the units that each side can get or may have below
UNSC
Infantry
Marines-upgrades include most of the same upgrades from Halo wars only now they should have an upgrade in which the marines weapon can be upgraded for example assault rifle to battle rifle(Has incresed range and damage per shot as three shots are fired per pull of trigger.) cost per unit=150

UNSC land army(From Halo reach)-These are slightly less effective than the marines but there are more men in each squad
and they are less costly to make cost per unit=50
They do not move as fast and are not as accurate but they are trained faster.
Upgrades include:1.Marksman-Upgrades the assault rifle to a DMR(Alot more accurate, slightly more damage per shot and a longer range)
2.Explosive ordanance-One member of the squad has a grenade launcher thsat delivers a small EMP blast when the round explodes.
Flamethrower unit-Pretty much the same as the original Halo wars only now they have an extra upgrade:Incinarator-allows flamethrower unit to have a new special ability in which the flamethrower unit throws a flame grenade(Like the ones in Halo 3)Cost per unit=100
Spartans-Spartans start of with shotguns, then when upgraded obtain sniper rifles and then the third upgrade gives them rocket launchers.At first their special ability is a meelee attack in which they take out a knife similar to the assasination attack in Halo reach only an upgrade allows them to hijack vehicles.Cost per unit=500
All ifantry units should have the ability to be garrisoned onto vehicles.

UNSC vehicles
Warthog-pretty much the same as in Halo wars only now they can be upgraded the have a missile turret(That is their final upgrade)Cost per unit=200

Scorpion tanks-Are now slightly faster.
Upgrades: 1.Manual turret-allows any squad that is garrisoned on board the scorpion to take control of its turret, this can increase the accuracy of the turret as befoee the scorpion is upgraded the scorpions driver would have to take control of both the tanks main cannon and its chain gun, which would be slightly difficult.Cost per unit=600
Mongoose-Every leader starts of wuith a mongoose as opposed to in halo wars where the starting unit was a warthog.
It starts of whith no man on the back of the mongfoose
First upgrade=A marine now rides the back of the mongoose holding arocket launcher
second upgrade=The mongooses splatter ability is more effective(More damage dealt, less damage taken)
Third and final upgrade=The mogooses rider now carries a spartan laser.Cost per unit=100

Aircraft
Hornets-Same as Halo wars cost per unit=200
Vulture-same as Halo wars only now new upgrades allow them to have a quicker speed and maybe thicker armour.Cost per unit=1200
Falcon-Are medium attack aircraft and it hqas a single turret on its front of which is already active, the turrets on its side can only be used if infantry units are garrisoned onto the falcon
One upgrade allows the two side turrets on the falcon to become grenade launching turrets.Cost per unit=500

No Heroes! Spartan style units are okay but the Heroes themselves were overpowered. At the same time it was unfair for the Covenant's abilities to be tied to them.

Halo Wars 2 is still possible, a lot of companies came out of the disbanding of Ensemble and one even maintained the Halo Wars servers until Microsoft took them but I just want something good for story line that is unique and continues from the first one because the "2" would make it a sequel, doesn't throw off the canon, and consist of good quality cinematics such as the first one, and PC based.

You were able to block their powers if you were the UNSC.
