Bungie/Microsoft make so much money on the video game "franchise" that there is just no incentive to risk $150+ million on a feature film that may or may not break even, and at worst will ruin future prospects for the franchise. Five years from now, they might consider it, but only if it appears that the revenue from the games will be slipping. Right now Halo is on the upswing, and hasn't crested yet, so even though the fan base is big, it's going to get bigger with release #2, and maybe bigger with #3. Bungie's looking at stuff like "Q scores" which rank awareness in key demographics. Plus, consider the fact that Halo is already a "cinematic experience" - they've really done a great job of bringing the excitement of a sci-fi action adventure film to the video game. The last thing the Bungie creatives want to do is turn around and have to service (story and character -wise) a feature film in their video games - it's a dangerous "synergy" which can destroy halo's appeal as a console game.
We should all be happy - we're entering a new era where video games rule. They'll make the move when the time is right, which might be never.
