Subject: Did The Commitee plan the insurrection?

It just occurred to me that Humanity weren't really focused on weapon production until the insurrectionists appeared.

Then the Covenant appeared, and the UNSC were already in a fight with the insurrectionists, so they had weapon technology ready.

The way I see it, The Committee saw the covenant. Thought, O NOES! Humanity won't be able to defend itself! Lets plant a reason for them for them to start serious weapon research before the aliens from outer outer space get here! Great idea, or what?

I probably have my facts wrong about all of this, but I can hope, right?

Every step toward the goal of justice requires sacrifice, suffering, and struggle; the tireless exertions and passionate concern of dedicated individuals.

This scenario is plausible considering what we know about the Committee.

I get the idea you're trying to convey, but let us be clear about something - The Committee didn't KNOW about the Covenant before the rest of humanity did. They logically postulated the likely existence of an alien civilization and made plans on the assumption that such life would likely be hostile.

They made the assumption of hostility based on their role as protectors, and they wouldn't need to protect humanity from friendly aliens. So they planned for the worst, knowing that the best case scenario could be allowed to happen naturally (at first) if/when it happened.

Moving on from all that clarification - yes, it is entirely possible The Committee had a hand in fostering the Insurrection. I doubt they were the entire cause of the rebelliousness of the outer colonies because the given motives of the Insurrectionists are classically human, but again they (The Committee) may have helped things along.

The reason for doing so would be (as you stated) to encourage the development of space-worthy weapons and the tactics and strategies of their use. After all, code-name Surgeon theorized post-war that had we not been fighting amongst ourselves before first-contact with the Covenant we would have been even more woefully under prepared than we were (and may have indeed lost the war).

Please don't hype for games...
They'll just fall short of your expectations and you'll complain for months.

Noob question. Who is the committee?

The Committee of Minds for Security it was a group of AIs formed long before the Covenant-Human war that tasked itself with humanity's preservation.

By the power of truth, I, while living, have conquered the universe.

I doubt it. The Commitee wanted to unite humanity - being part of the reason why they instigated the Human-Covenant war.

How exactly did a collective of AIs instigate the war? insulting e-mail?

Two simultaneous activities working in together. Back room support of core world and inner colony nlegislation that would be incendiary to the outer colonies. Subtle manipulations to stoke sympathy for insurrection. In concert with the predictions and time tables generated by Halsey and others this could have helped make it all happen.
