I get the idea you're trying to convey, but let us be clear about something - The Committee didn't KNOW about the Covenant before the rest of humanity did. They logically postulated the likely existence of an alien civilization and made plans on the assumption that such life would likely be hostile.
They made the assumption of hostility based on their role as protectors, and they wouldn't need to protect humanity from friendly aliens. So they planned for the worst, knowing that the best case scenario could be allowed to happen naturally (at first) if/when it happened.
Moving on from all that clarification - yes, it is entirely possible The Committee had a hand in fostering the Insurrection. I doubt they were the entire cause of the rebelliousness of the outer colonies because the given motives of the Insurrectionists are classically human, but again they (The Committee) may have helped things along.
The reason for doing so would be (as you stated) to encourage the development of space-worthy weapons and the tactics and strategies of their use. After all, code-name Surgeon theorized post-war that had we not been fighting amongst ourselves before first-contact with the Covenant we would have been even more woefully under prepared than we were (and may have indeed lost the war).
