how many of the procedures/augumentations that are given to the spartans can be reproduced today

Well the answer to the first question is pretty simple: none of them. The amount of augmentation and procedure needed to produce Spartan-like humans would be both heinously expensive and have the same mortality rate as early 20th century neurosurgery. (Which was 100%, to answer any questions) There is a very slim possibility that it could or would ever be done, but not with the technology of this or possibly the next century. The trauma and radical change to the body could prove incredibly fatal or crippling.
The second is that the program is based off the values of it's namesake: the Spartans of Greece. Spartan youths were either perfect in the eyes of the civilization, or were culled. From the age they could walk, they were immersed into the warrior culture and taught the art of war- as they used slaves or women for all other labors. Thus, why Spartan-II & III candidates were pulled from a certain gene pool and taken at such a young age.
The augmentation also happened at around the same age the the Greek Spartan Rite of Passage (Agoge) happened, symbolising their transformation from children to superb tools of war. This was at about 14-17 (I think) years of age for the S-IIs, and I am not entirely certain about the S-IIIs- perhaps a few years younger given their nature of being quick to train and disposable.
