I advise to start off by inviting all of your closest friends first. Ask your friends to invite their friends, too. Make sure that you give welcome messages, also tell people DO NOT join if they aren't going to be active.

I can tell you what you shouldn't do, and that's message random people to join your group with some copied and pasted message. Inviting people you know is a good idea.

I honestly don't think that posting in the classifieds is a good place to start. Once you first start a group, the most you can say is "Can you please join my group? I'll give you a cookie!" It's probably better to just invite your friends, try to get some activity going, and bring in some decent content in the group.

It helps to post a link in your sig and make posts in the forums.

Another good idea is to try and make a group based off of a good clan. More people will want to join your group if you've got a decent clan backing it up.
