It appears to me, based on experience, that if you are not from america you seem to get host more often than americans. Almost every time my team matches against foreign people they get game host over us and it's unfair.

most other countries have better internet than america, which is why they get host more often.

My connection has been terrible lately. I don't know why because I haven't had a problem with it before. Allowing me to host probably wouldn't be such a good idea, but I understand where you're coming from.

It changes with my mood.

You just have to have a real flexible NAT to pull host.
I know for a fact that Internet providers in Mexico simply provide a service which is as fast as a snail on a wheelchair, and then call it the "fastest Internet in the world". However, I have a 1.5mB connection, which is fast in Mexican standards, but is incredibly slow when compared to American standards, even Australian Internet providers offer faster Internet services.
Anyway, when I get matched in a 3v3, I usually pull host, even though my friend has a 2mB connection. My teammates hate it so bad because shots don't register and everyone goes yellow bars.

Anyway, Internet speed doesn't really matter. Host is given to the person with whom everyone can connect with the easiest.
