These are the children of Spartan 1.0's, aka the Orion Project. If Sgt. Johnson had a kid, he'd be a Spartan 1.1

They are superior to baseline humans in most regards, and it is suspected that they undergo a series of minor augmentations at infancy. They are also the prime candidates for abduction into the Spartan 2 program. It all comes from ilovebees.

My jokes, so I don't lose them (ignore this):
ZedFish's Opinion on Sgt. Foley.
ZedFish's Forerunner Rickroll.

If that's how the SPARTAN-II's came along, then are SPARTAN-III's the children of II's?
-nerdy rimshot- (and /sarcasm)

"Find The Bomb?!
Find The Bomb?!
I'm Looking For The Flag!
What The Heck Is Assualt!?"

These spartan 1.1 sound like idiocy, random canon which is muddling the general canon with pointless and uninteresting details.

By the power of truth, I, while living, have conquered the universe.

thats not how it works no the SPARTAN-I II and III program were just diffrent parts of the program all together none of them are decenents of 1 another but the SPARTAN-1.1 are decendents of the SPARTAN-I.

You're incapable of identifying sarcasm when it's staring you right in the face?

Ah, this reminds me of a fan fiction I stopped working on. A Spartan I's child is kidnapped for the Spartan II project, and the father hunts down the ONI officers who took him... it was a good idea actually. And I've improved since my last attempt at writing it.

Hmm...

Seeds of ORION, right? I remember that.

Signatures are for squares.

I personally don't believe the I.I's are canon, as they came only from ILB's and haven't even been talked about or referenced since. And because of ILB's canon continuity problems, it's easier to say it's non canon than try and fit it in.

I am alpha, i am omega.

I am the last of the primes.

Cannon or not it does make sense, im sure a spartan has beat up a human once in their life but not it's mentioned in the books or games but im 95.12% sure it happned. Spartan 1 children would inherit some of their spartan 1.1 parent traits.
