The following things are pretty essential in starting a clan off.

.) A website or forums - So you guys can organize and discuss issues in the clan. Provides a central meeting place. Check on the net there are free forum programs and free domain-names. Check the URL in my sig, thats my clan forums. There are also Group you can create on this site for free but they are pretty basic.

.) A server - You can start off with your own computer but your going to need a dedicated server if you are going to host clan matches and training sessions. You can rent servers for as little as $20-$30/month. I would make sure that your members will help you with the cost.

.) X-fire - Indespensable. It allows you to find your clan members when they are playing on-line and join there server and/or Teamspeak server with the click of a button.

.) Teamspeak - Allows you to talk real-time with your clan so it easier to communicate battle situations and strategies in-game. Teamspeak servers usually come free with game server rental. I wouldn't go into a clan battle without this.
