Scavenged from their training facilites, picked up from dead troopers etc. I'm sure the UNSC has many spare armor parts, some maybe even prototype pieces that never got a Spartan owner and ended up laying in a box in some ONI facility.

The neck protection piece on Jorge's collar may even just be a piece of Scorpion armor he welded on his armor.

Presumably, he welded additional plates onto the armour himself. Eventually, it became the official MkIV[G] variant, which shields were tested on.
And then, the armour was made properly.

I personally think it's unnecessary extra weight. Does he seriously need extra thick armor plating guarding the lower portions of his legs?? The left shoulder addition reduces situational awareness. And the forearm bracers don't make much sense either...

He is a Spartan. With a chaingun. He can do whatever the -blam!- he wants.

I always liked to think of it as their worn armor is mission specific. In my opinion each Spartan having a unique appearance was done for the convenience of telling them apart. I would have much rather them be identical for the most part with voices/silhouettes/weapons to tell them apart, but I can see the reason.

For excample, the Extra-Vehicular Activity helmet, AKA the EVA helmet is supposed to be for use in space, where CQB is less of a concern. I'd imagine it would mostly be used for "passive" missions like the one used to fake Kurts death.

I'm guessing Emile uses it because it obstructs his vision less, trading in helmet strength for higher situational awareness in CQB. I'm also going to go out on a limb and say Noble teams armor does not change throughout the campaign because they haven't had a chance to. Mjolnir suits requiring aids to put on and all.

Good thinking :) Like any soldier, custimisations are made on the fly, the basic uniform is the same but the specifics and nick-nacks vary from troop to troop. Indeed, operational requirements would take status over visual identification on any spartan team [again, like any military unit] Originally, the Spartans [Gen II's anyway] were supposedly hard to tell apart. The gist of it is, war isn't a fashion parade where the most bad-ass looking soldier wins best in show. In regards to Jorge, his armor is role specific, he is slow because he is the section gunner and his role as a combat multiplier/Heavy hitter, is to mix things up in a big way. He stays in the fight as long as possible, that's why he needs the extra armor.

In a more to the point fashion, however, Bungie created a visual identity for each of the Noble Team Spartans that was reflective not only of their roles, but their personalities. You could say that they wear their hearts on their sleeves. That, and you needed to be able to identify each character visually. Even as silhouettes, you can tell which Spartan is which. That is the main reason for the visual alterations: Visual Identy [that magic phrase again]

He may have been asked/requested to test new piece of armour the ONI had made and that's how his armour had been customised. There are lots of new piece of spartan equiptment in castle base that Fred finds in First strike so it's safe to assume that ONI have made lots of spartan armour. Also as they are a S III unit they are a secret battle group that very few in the UNSC know about so no doubt would be able to request any equipment to complete they're mission.
