Yeah, Microsoft may be money-hounds, but they aren't stupid. They know that if they do a pricy, good movie they will get more money in the long run from people watching it over and over again to make up for it, instead of a cheap half-ass job which is a box-office smash on its first day but drops off the charts in a week.
They would also not ruin their main game franchise. Microsoft can be cheap with computers because theirs are pretty much everywhere, and can afford so. If they screw up a film of their biggest game franchise, then they will crash and burn; Halo is trying to compete with hundreds of other games and franchises instead of Microsoft's computers with are computing with only Apple, and their console is going head-to-head with only two consoles: the Wii and the PS3.
Because Microsoft can make poorer computers/consoles then everyone else makes us think that everything they makes sucks, but they will only do it if they get as much money as they can with the lowest production cost. By what IMDb is making it out to be, this movie will have its gross revenue beaten by Pixar movies, which Microsoft just can't let that happen in their money-mongering way.
It's seems false or Microsoft is actually giving up profit because of this (yeah, as if that will ever happen).
