After reading a bit about Halo (by a bit, I mean A LOT) and after reading all of the text of the Halo 3 terminals, I have developed a theory about certain secrets of The Ark, The Forerunners, and The Legendary Planet.

In Terminal 1, The Librarian basically tells Didact that she's sending ships filled with other species to The Ark. Where did they go after this? Well...

In Terminal 3, 343 Guilty Spark (while arguing with an AI native to The Ark) mentions an "archive" and that it is intact. He goes on to say "Then our makers' plan--" he is interuppted and doesn't mention it again. Is it possible that he was going to say "Then our makers' plan is still attainable" or something like that? Is he implying that all of those species are now hidden in The Ark? Well...

Also in Terminal 3, the native AI tells 343 Guilty Spark that "Any further attempt to access [insects under stones] will result in your immediate addition to local Sentinels' targeting ledger." Is the AI hinting that there are creatures hidden under stones, aka, The Ark?

That's part 1 of my theory, that the Indexing of species resulted in those species being taken to The Ark and possibly put into stasis (cryo, maybe) or even transported to Shield Worlds. Where are they now? Well, if they were on The Ark, they are likely dead from Halo's firing, unless they were shield by some Forerunner tech. If they were at a Shield World, well, who knows?

Part 2 of my theory is this:

In Terminal 6, the following is entered:

Follow-up report from the Primary
Pioneer Group (hereafter: PPG) is
[173 hours] delinquent.

Report [G617a~k/g/post_landfall]
seemed most promising: a planet
capable of supporting life located
within the near border region of the
[galactic halo] with no indigenous
sentient species.
The section indicating no fauna of
any kind shall be considered
anomalous until verified by Advance
Survey Team - Alpha (hereafter:
AST-A) team leader [##_#[?]].
If confirmed, that fact alone would
justify the dispatch of an
investigative group to [G 617 g].
If neither the PPG nor the AST-A
have delivered a follow-up report
within the next [333 hours] this
office will have no recourse but to
send a medium intensity military
exploratory detachment to determine
the exact nature of the previously
mentioned delinquency.

It appears that the Forerunner were looking for a hapitable world, but for what purpose? Was it to colonize a planet so they could leave The Ark after The Array was fired and begin again on this new world? Or maybe those species that were indexed were taken here after The Array was fired?

It doesn't matter.

This planet is likely the Legendary Planet! Seeing as how the Forerunner could have a colony here, and because Mendicant Bias told Chief that he wanted to use him as an example that he wanted atonement, I think that Bias rewired the portal to launch Chief's section of Forward Unto Dawn to this Legendary Planet!

What is on this planet? Well, judging from the video, there are obviously man-made stuctures present on the surface, so it is likely there are cities or settlements of some sort. Who could be there?

Forerunners? Maybe!

Indexed Species? Maybe!

Both? Maybe!

Could this lead to a 4th Halo? Hopefully!

UPDATE: After reading the planetary survey and thinking some more, it seems as though contact was possibly lost with the team! It could be that the team set up shop on the planet and things went from there, eventually leading up to The Legendary Planet.

(Would like some comments on my theory, maybe add to it or prove it wrong!)

Nice theory, but why would the Forrunners want another habital planet anyway? They can use their technology to make more shield worlds or something with an livable surfaces outside Halo's firing ring.... Couldn't they?

After the Halo's being fired, maybe they felt that they had failed their duties as stated by The Mantle (to guard the galaxy). Also, they likely had few resources left and seeing as how many installations security protocols had failed, maybe they wanted to just live on the Legendary Planet, wherever it is.

I am actually trying to find evidence to go against this, but so far I haven't found anything. I thought that maybe they had already used the indexed species to repopulate the galaxy, but then I though back to what 343 said about "The makers' plan still..." <-- speculation says he was going to say "Still Viable"

Ummm... I didn't think there was any debate about this stuff.

You're right about the first part, the Forerunner 'indexed' all the species they could find, which mean taking a sample of their population away for storage in the Ark. The Ark was so far outside the galaxy that it would be safe when the Halos fired and wiped out all life. Some point after that, ships were sent through the portals from the Ark carrying all these specimens to repopulate the galaxy.

The second part is wrong though - that terminal report is a record of the Forerunner's first contact with the Flood invasion. From there they spread throughout Forerunner space and weren't fought/quarantined until it was too late (too many of them to stop).
