I hear a lot of people asking, "500 years into the future, why use bullets?"
Well, the answer is simple: Bullets are cheap. I'm 95% positive one of the planets the humans colonized had an abundance of minerals that can be used in making bullets. They're pretty easy to make, too.
Lasers and plasma, on the other hand, take up loads of energy, they're large and heavy to carry around, and they only have a small battery (see: Spartan Laser). To back up my theory, look at the Rhino.
The Rhino seems to be a similar looking tank to the Scorpion Tank, with several differences. While it has a similar bogey set up for its tracks, it has six track sets. It's also greater in size, has a more robust gun turret, and an even more unconventional track layout. The tracks are in similar places to the Scorpion, but then there are two sets behind the vehicle, possibly providing better support for the large gun in front. There are also two stabilizers that deploy from the rear of the vehicle during long range bombardment.
Again, it talks about large space, heavy, etc. You notice how rare they are. Also,

Yes, the girl that studies Alien artifacts has to be on the ground (and 3 tries) to even calculate the plasma necessary. Obviously, she must've wanted to conserve as much as possible, likely because blasting 5 Rhinos at full charge would use a lot of energy, and thus money.
Also,
Forge: "Rhinos are expensive, I've called for some ODSTs to protect this one."
Why would they be expensive? The halopedia article said it was pretty much exactly the same as a Scorpion except for-oh, that's right- THE PLASMA.
