They don't feel like they'll make money on it.
I think they would make money on it... But they probably think they wont make enough money on it for the hassle and if they wait the want will grow (people are more likely to buy nostalgia when they forget it was free a while ago vs instantly going from free to buying it again) and if not like that they will most likely sell it in a big halo pack release on XBL or Box set for a new system.
They are building anticipation or maybe they are just doing nothing. They are experts at doing nothing, to maximize their profits. It's under their control now, they can abuse their privileges as much as they like.
This is why I partially blame Bungie for the shut down of Halo 2 because they let this brilliant piece of work into the hands of the profit maximizing monster called Microsoft which would rather play with gamers emotions to get money than to be honest and do things for their fans.
