People can spout balance issues all they want, but they can all be fixed.
The real reason that a Pelican is not in Halo is because it is simply too resource heavy. Don't ask me why, as I am not a programmer, but when you consider the resources that something as relatively simple as a tank uses, it becomes easy to see how a complicated, large flying death-machine would be very heavy on the games engine.
However, I would like to point out that Pelicans were added to Halo:Custom Edition maps and were relatively balanced aside from a few glitches. If backyard programmers are able to create a working Pelican, I'm sure a professional group like Bungie could too.
The major difference is that computers are a lot more powerful than xboxes and games ran through servers rather than P2P like Xbox, so the effect on the internet connection could be the biggest issue.
