I would imagine there are civilian weapons- to a point. Sure, Sangheili can carry around weapons on their home world, sure, Brutes have weapons. Grunts rebelled at one point, so I doubt they have anything aside from sticks and harsh language for "civilian" weaponry (it mentions in The Cole Protocol the Covenant don't even give them breather packs on the off-chance the Grunts attack, the Covies just lock up their buildings and they're good).

Jackals are pirates, speaks for itself, Drones, I would say no, and Hunters, I would say... maybe. Depending on what form the Lekgolo are taking they could carry around weapons. Maybe there's a less specialized version they use on their home worlds.

And I agree with the poster above me. There are no living dissenters among the Covenant if the Covenant can help it. That's what started the Civil War.

EDIT: And it's heresy to modify weapons, I would assume all weapons are standardized. A Plasma Rifle is a Plasma Rifle is a Plasma Rifle.

From what we've seen, this is right: there are no Covie civilians.

On another note: the AR-15 and the M16 are different weapons. I believe the AR-15 is a little older though.
For memory, the M16 is based off the AR-15, not the other way around.
