So, why isn't the Halcyon-Class Cruisers not rated for atmoshere?

The Pheonix-Class Colony Ships were nearly twice the size, yet were able to enter atmospheres.

What I'm confused with is how a much larger ship created One Hundred Fifty to Two Hundred years before the first Halcyon Cruiser was built, yet has more capability. Why isn't this ability a standard when it comes to the design of military vessels?

I think people need to let this one go, seriously.
Nyund stated it in his book, but for the reasons of story, gameplay, and anything else, it was changed.

For instance, remember Halo 3 Arms Race, that trailer where you see all of the guns being made? Well at the begining, you can see a cruiser in atmosphere in the back ground. Now i think it is a Marathon Class but i could be wrong.

Then theres the Spirit of Fire, like you stated.

I think this fact was redacted long ago.

You mean the thing behind those cranes? If so, it looked like an oversized Elephant.
