Despite Rtas, I would be inclined to say Spartans. I would have to wait and see if, in Karen Traviss' novels, the Sangheili change or begin to change thier close minded, wilful ignorance and chauvinism. Obviously they do not all think alike, and they are a varied people (Not all Humans hold the same beliefs and traditions after all) but their tendency to recognise no faults with their race and society makes me uncaring towards most Elite characters (Rtas seems to be the exception IMO just now). It is obvious that some are charlatans and hypocrites in using things like orbital bombardment or active camouflage, and the fact that they are arrogant enough to ignore these things irks me.
Spartans are indoctrinated into thinking that the UNSC is the only way Humanity can be governed. They obey orders without question. These are things I don't particularly like about them either but some, like John, begin to change their views and question whether they could ever bring themselves to kill another Human again after the War was over.
