Seriously, as far as I've seen in the novels, games etc., none of the Covenant vehicles, or anything else for that matter, mention wheels. I can understand that they may be less efficient than anti-gravity generators, and that because the forerunners didn't have wheels, the covenant won't, and that they almost completely shun human technology, but even before the various species 'joined' the Covenant, there is no mention of the species using wheels.
But how stubborn can the Covenant be? How much energy does an anit-gravity generator use? Is the power usage negated by the lack of friction etc.?
The same argument can be applied to wings (aerofoils as opposed to anti-grav generators, again) to a lesser extent.

It just seems like quite an oversight - it being such a simple yet significant invention and all.

The vast, vast majority of covenant technology is based on Forerunner technology. Once they discovered and mastered that, what would the need for wheels be?

Obviously they invented wheels, they just stopped using them.

They'd moved past wheels. Although the Huragok used wheels for the Chopper.

They did use wheels at one point, they're just well beyond using them by the time we see them, just like when something more efficient than the wheel, or something that replaces it, comes along for us, we'll stop using wheels.

In fact in Cryptum the Elders of the Prophet race get around in basically the same way as in the games, but their chairs are actually much closer to wheel chairs as they have wheels.

Well if you could choose between wheels (punctured tyres included) and hover technology, yeah you see where I am going with this. Like most things, the Covenant grew out of it, like we did with muskets and flint-lock pistols.

The chopper is also brute. They weren't as devolped when they were found as other species.

Choppers were made by a Huragok as a peace offering to humans. Brutes said "No" and reconfigured it to kill things.
