I've seen some talk on the forums discussing a group of AI's called 'The Committee'. Did they exist? What exactly did they do?

Humans invented AI in the mid 21st century, and started using them to manage systems/infrastructures etc.

At some point the AIs started conferring amongst themselves, unbeknowest to the humans, and formed a sort of parliament called 'the Assembly.' They set themselves the goal of monitoring and guiding humanity in order to 'preserve the long term genetic sustainability of the species.'

The Assembly was made up of two factions, the Minority and the Majority. These could probably be compared to Right Wing and Left Wing parties, like in the British Houses of Parliament. They held different beliefs on how they should interact with humanity, collectively. The Assembly would 'meet' to discuss any decisions, debating according to their beliefs.

The Committee was a subset of the Majority which can take direct action without consulting the whole Assembly, to some extent. Sort of like the Cabinet or the Whitehouse in British/American politics.

It is unclear whether the Majority and Minority changed places over time, as power shifted from one to the other.

The datapads in Halo Reach contain minutes from their various meetings.

Oh, and we do know a few more things about them

- they fed 'inspiration' to human scientists by manipulating research data to suggest new ideas/technologies
- they discovered the Covenant before humanity did
- one of them went rogue and called out to the Covenant, bringing them into contact with human colonies and thus starting the war
- once they realize AIs can be transferred back into the human brain (they were originally manufactured by transferring real brains into computers), they agreed that they should stop operating in secret, and use this technology to take part in the war along side the humans. this was in the year 2552, same year that Halo took place

Since Traxus pretty much summed up the known facts, here's an interesting tid-bit.

There's a theory on this site that states the Domain (Forerunner information network. Sort of like a slipspace internet) and the Assembly are the same thing.

Dr. Halsey even mentions the possibility of "slipspace AIs" in her journal, a clear referance to the Assembly (Halsey was starting to grow suspicious of them.)

Also note that the same year the Assembly state they'll be making a direct effort in the war, the Halo Rings are found by humanity. This culminates in the UNSC winning the war.

Interesting stuff really.

Actually, my belief is that the Committee is infact a remant of Ancient Humanity created to guide modern humanity through the ages...
