Its voice stands out as the single
calm note in the panicked cacophony
outside the sphere. It alone is not
decrying its fate or raging against
the [central government].
This anomaly bears closer
examination.
Outside of the Maginot Sphere, the Flood essentially reigned supreme; the Forerunners had written off the worlds to them. It could easily be assumed that those populations would be gesticulating wildly, trying to obtain some means of protection from the Flood. The Gravemind, overlord of the Flood, would be the only calm, collected voice among this "cacophony." the GM references his Creators, possibly the Precursors, which means there is some overarching reason for the Floods insatiable desire to consume all life in the Milky Way. He cannot see the "nobility" in consuming life. He compulsively does it. The GM regrets the cost of "himself" (flood forms) to achieve his orders. He was under the illusion that engulfing would be a mighty crusade, but in reality the dream turned into reality. A bleak one.
