indeed but as far as im aware, before Reach, there was absolutly no mention what so ever of spartan III's on reach, with that being said sure they are and you may believe they are canon elements if you wish, but the reason spartan III's didn't get mjolnir was because it was incredibly expensive, you could build a medium sized frigate for the cost of a single suit, that many spartan III's wouldn't have simply gotten mjolnir.
A lack of evidence is not evidence. TFoR/First Strike not showing Spartan IIIs does not mean that they couldn't possibly have been there. The books don't mention many aspects that were included in the game. The books only depict a small part of a planet-wide battle. The Spartans from Lone Wolf are most likely the Spartans of Gaunlet and Echo teams and are canon. Their survival, and that of Noble Team, of Alpha and Beta Company's destruction can be accounted for.

Kat (Beta Company)
According to Kurt's Transmission Kat was not deployed on TORPEDO, due to her being injured during the previous operation, CARTWHEEL. Kurt used her medical recovery time to keep her out of her company' destruction.
Noble 6 (Beta Company)

Based off this we know that nine Spartans were not present during TORPEDO that Tom was led to believe were deployed. However, his/her Performance Report explains how he/she was affiliated with ONI as an assassin. ONI have a habit of "commandeering" Spartans. It is entirely plausible that Noble 6 is one of the nine who "died" on entry.
Carter, Emile, Jun (Alpha Company)
It is now obvious that Kurt withheld numerous Spartan IIIs from their company's final missions. Evidence of this is his transmission regarding Beta Company, but more importantly the existence of the Headhunters. Even if all other eight Beta company "deaths", not including N6, were put into the Headhunter program, this is not enough to make up the numbers. At the program's height there were 6 two-man teams, 12 Spartans, with 17 others rotating into positions when one or more of a team was killed. That is 29 Spartan IIIs needed, and clearly they can't all be Beta Spartans. It is also obvious that Gamma Company cannot be included based on deployment time and age. This means that the others would have to be from from Alpha, and there we have evidence that Spartans were withheld from PROMETHEUS, which leaves room to say that Carter, Emile and Jun were also saved.
Gauntlet, Red and echo Teams
Kurt held back 1.08% of Beta Company (excluding Kat) from TORPEDO and certain death, that is three Spartan IIIs. This is not to be confused with the nine "deaths". (1.08% =/= 9) He also noted that he was planning on sending two more S-170 and S-091, on long term recon, presumably to save them also. That's five.
Holland noted that he was thinking about rotating S-344 into Emile's place in Noble. This is important for a number of reasons: 1. S-344 would have to be on Reach in order to do this, 2. "rotate" means that he would have to come from somewhere i.e another team, 3. 344 is obviously another Spartan III who survived his/her company's destruction, making six on top of Noble Team's numbers. 4. She would have been using MJOLNIR like the rest of Noble as would whatever Team she was working with before.
Based on these pieces of information there is the potential for another six man squad of IIIs like Noble and a distinct likelihood that they are one of the teams referred to by Jun.
To account for the other two teams (12 Spartans) one has to do a reasonable amount of speculation and leaps of logic but the ranks can theoretically be filled. For example, there were 29 Headhunters at the "program's height". Obviously using this term suggests that number has decreased over time. This decrease could be due to deaths, which is the case in the four Headhunters from the short story. Accounting for these losses there were 25 remaining Headhunters, a number of which could have been reassigned to create these squads, much like Noble 6 was reassigned from elsewhere within ONI.
A last factor, however unlikely, is that there may have been more survivors than Tom and Lucy who they themselves didn't know about, and as such was not noted in that chapter as it was written from their perspective.
Anyway, there are more than enough ways that the Spartans seen in Lone Wolf could be considered canon, as there are plenty more Spartan IIIs survived their company's destruction than GoO led us to believe.
