Halo 2's, as far as the way it was presented. It had a strong introduction, and many recurring appearances throughout multiple levels to establish its deadliness before the time finally came for you to take it out.
The Scarab in Halo 2 became a symbol of the Covenant's presence on Earth, and destroying it was really satisfying because what you did felt like it had a real impact.
In Halo 3 and proceeding titles, Scarabs are just a big mechanical spiders that pop up every now and then. There's never any build up to them; they just show up out of nowhere and are killed relatively easily. By making the Scarab more gameplay-oriented, they took away much of the appeal of killing one.
Halo Reach is the worst offender, with a Scarab being introduced and instantly killed in an almost laughable attempt to add suspense to the final mission.
